INSTRUCTION: ANSWER QUESTION 1 (ONE) AND ANY OTHER 3 (THREE) QUESTIONS. QUESTION 1 (ONE) ATTRACTS 25 MARKS WHILE OTHERS ARE 15 MARKS EACH.
1. (a) The “Rule of Law” as a constitutional concept has generated a lot of controversy. The controversy stems from two things: the theoretical aspect of the concept and the practical aspect. Briefly trace the evolution of the concept of the “Rule of Law.” 15 marks
(b) The “Rule of Law” means that law rules or reigns. This presupposes a situation where everything is done in accordance with law thereby excluding any form of arbitrariness. Your friend Mallam Usman has asked you why those in government find it difficult to obey the law. Kindly enumerate two (2) major recognized impediments to the successful application of the rule of law in Nigeria. 10 marks

3. (a) Emma your bosom friend has asked you about the system of government that provides for a clear division of powers between the three arms or branches of government. Briefly explain to him. 5 marks
(b) Enumerate two (2) advantages and three (3) disadvantages of the Presidential system of government. 10 marks
4. Write short notes on the following concepts:
(a) Constitutionalism
(b) Parliamentary supremacy 15 marks
5. Identify the sources of the Nigerian Constitution. 15 marks
6. Differentiate between the application of the principle of separation of powers in a parliamentary system and presidential system of government. 15 marks
