1. (a) Critically evaluate the concept of a State as explained by Anifowose (1999). 15marks

(b) Clearly outline the line of demarcation between a State and a Nation. 10marks

(c) Highlight five (5) distinguishable features of a State. 5marks

2. Generally, describe the nature of urban and municipal management around the world and state the factors that changed the nature of municipal functions. 20marks

3. (a) State ten (10) problems that arise when people migrate from rural to urban areas. 10marks

(b) Highlight five (5) advantages of rural – urban migration to the rural areas. 10marks

4. “Local government as the closest tier of government to the people in Nigeria. Yet, the resident population appears not to realize full benefits of its existence. The failure of local government in the area of service delivery has made the citizens loose thrust government as an institution” in view of the above statement, identify and justify with practical examples the visible problems of governance of local government in Nigeria. Also, suggest a possible way out of ameliorating problems of governance in our local government councils. 20marks

5. Mention and explain in details factors that affect the choice of a leadership styles in a leading organization of your choice. 20marks
